Oakland PD: Accused Counterfeiter Released Under Bail Reform Does It Again

Only a month after he was busted with more than $650 in counterfeit $10 and $20 bills in Haworth, a Fairview man was caught by an Oakland detective with what authorities said was nearly $1,000 in bogus bills -- along with recent purchase receipts from several area stores.Andrew Lochard, 29, has a criminal record that also includes arrests in 2017 on forgery and money laundering charges in Hillsdale and falsely claiming to have a bomb in Paramus.

JB Pet Supply summoned Oakland police Monday after Lochard tried passing a phony $20 bill, Detective Lt. Christian Eldridge said.

Soon after, Eldridge said, he spotted him walking on Ramapo Valley Road.

Lochard was arrested by Detective Mark Piercy after giving police a false date of birth, the lieutenant said.

A search produced $970 in counterfeit tens and twenties, along with receipts from what turned out to be seven transactions made with phony money.

Lochard was arrested this past Dec. 18 by Haworth police who said they found him carrying counterfeit bills when they responded to a report of a disruptive patron at a local sushi restaurant.

A judge ordered him released hours later under New Jersey's 2017 bail reform law.

Oakland police on Monday charged Lochard with seven counts each of forgery and theft by deception, as well as money laundering and hindering his arrest.

They sent him to the Bergen County Jail, where he remained Tuesday pending a detention hearing.

Lt. Timothy Keenan, Sgt. Ryan O’Keefe and Officer Donald Harvey assisted in the investigation, Eldridge said.
